Metro UI Browser cannot connect to https sites

I am having a strange problem with the Metro UI version of the Internet Explorer Browser. I am able to browse to http sites (both intranet and internet) and I can browse https sites on the local intranet successfully - but I cannot browse to https sites on the internet - I have tried a list of sites including https://www.facebook.com and https://www.microsoft.com and https://www.google.com. 

I am using Windows 8.1 Pro connected to an corporate domain. My domain is behind a Proxy Server that requires Authentication.

I have no issues with network or internet connectivity from Desktop Applications - I am able to use Desktop IE to browse the internet - both http and https sites (including all of the sites listed above) - I am running Outlook 2007 connected to our corporate exchange server and I am accessing files from network shares and sharepoint sites.

I am using Microsoft Network Monitor and I can see that the Metro UI Internet Explorer App is successfully using the authenticated proxy when browsing sites on http and appears to also successfully authenticate when browsing to https sites.  The issue seems to come when it tries to setup the TLS connection with the Proxy Server - in the network monitor trace I am seeing the

TLS: TLS Rec Layer-1 HandShake: Client Hello.

and also the

TLS: TLS Rec Layer-1 HandShake: Server Hello. Certificate.

but after this everything seems to stop.

A network trace of the same connection in Desktop Internet Explorer shows this connection continuing and successfully completing the TLS connection.

Any help would be gratefully received - please let me know if you require any further information.
