Can't delete wireless network profile

I have windows 8 enterprise x64.  There are several wireless networks in the area.  The original problem is that I have my home wireless network.  For testing, I have one AP with two radios, 2.4 gHz and 5 gHz, same SSID, same key, WPA2-PSK encryption.  In the windows network list, they show up as "SSID" and "SSID 2".  If I run netsh wlan show all, it shows both BSSIDs under the same SSID.  I need them to show up as the same SSID so I can roam between them.  I know something is messed up, because I can change the authentication settings for "SSID 2" with affecting "SSID".

 

Another indication that something is wrong is that I can delete the profile, and the network disconnects and disappears for a few seconds, then it shows up in the list again (this much is expected behavior), then it connects again.  This happens if I use the GUI "Forget this network" command or if I do netsh wlan delete profile name="SSID".  And there is no profile listed in netsh for "SSID 2".

 

What's going on here, why can't I merge these networks, and why can't I make windows forget the authentication settings?
